Camping in the UAE: rules, permits and where it is allowed

There is no federal ban on camping in the UAE, but the rules differ by emirate and by site. Weekend camping in open desert has been tolerated in Dubai; Abu Dhabi and Sharjah have warned of fines for unauthorised camping in public places. Managed camps are the simplest route.

The short version

There is no federal law banning camping, but each emirate regulates it and enforcement has tightened. Camping in a managed site, a licensed camp or glamping property, avoids the question. Camping in the open is where rules, permits and fines apply. This guide summarises what has been reported; municipalities change the details, so confirm with the relevant authority before you go.

Emirate by emirate (as reported)

Dubai: Dubai Municipality has said that a short weekend camping trip does not need prior permission to pitch a tent in the desert. Long-term or seasonal camping needs municipal approval and a fee, and permit holders have rules such as no walls or fences around the site, temporary materials only and a fire extinguisher on site.

Abu Dhabi: the emirate is the strictest on camping and events in public places. The Al Dhafra Municipality has warned against unauthorised camping and public-space violations, with fines reported for organising events in public areas without a permit. Protected areas such as nature reserves are separate: entering without permits has led to heavy fines. Treat Abu Dhabi's open desert as off-limits unless you are in a managed site or have a permit.

Sharjah: police have reported fines of Dh2,000 for unauthorised camping, rising to Dh4,000 on repeat, with higher penalties in protected areas.

Umm Al Quwain: announced winter camping permit dates and rules for 2026-27, with applications restricted to holders of Umm Al Quwain passports, according to Gulf News.

Ras Al Khaimah and Fujairah: the tourism boards advise using managed camps, licensed glamping sites or zones where overnight stays are explicitly allowed.

Safety and the environment

Wadis are the biggest danger. Entering valleys or flood zones during rain can bring a Dh2,000 fine, 23 traffic points and a 60-day vehicle impound, and flash floods kill people every year. Do not camp in a dry riverbed.

Fire and waste: do not leave barbecue or campfire residue, keep firewood well away from tents and carry an extinguisher. Dumping waste can attract fines of up to Dh30,000 for individuals under Federal Law No. 12 of 2018.

The easy route

If you want the desert without the risk, choose a licensed camp. We run one: Khayal Al Sahra at Al Khatim, Abu Dhabi, for private bookings. We only run open-desert events there; in Ras Al Khaimah and Fujairah we produce events inside hotels and ballrooms because open-area events need a licence we do not hold.
